"Mahou Kunoichi" is her title, and Hikaru is her name. The literal English translation would be "Magical Female-Ninja Shining" but because Hikaru is her name, and because it's kind of obvious she's a girl... 
... the correct way to say it in English would be "Magical Ninja Hikaru."
